You can limit the operations that tenant users(users who participate in tenants) can execute.
Roles determine what a tenant user can do with the tenant's AWS account. There are three tenant user roles: "Administrator", "Operator", and "Viewer".
* One tenant must have at least one user with "Administrator" role.
